Åpent brev om Alianza Social Continental (ASC) fra presidentene i UNASUR vedrørende militærbasene i Colombia

July 15, 2009: «Earlier today, the Fellowship of Reconciliation reported on negotiations between the Obama administration and Colombia President Alvaro Uribe’s administration toward as many as five U.S. military bases in Colombia.»
Aug 14, 2009: «Colombia has signed a deal with the US allowing it to use its military bases. The deal, worth over $40 million for Bogota, would permit the US military to operate surveillance aircraft from seven bases to track drug-running boats in the Pacific Ocean, a US defence official said on Thursday.»

We are writing to express our concerns about recent developments in our view affect the continent’s stability and prospects of integration processes in the material of UNASUR.
The government of Uribe Velez of Colombia recently announced decision to grant U.S. troops, the operating permit on 7 military bases on national territory, in an agreement that would allow any kind of operations at home and abroad. This means, together with the deployment of the fourth fleet, increasing the U.S. military presence in a strategic region from which to launch operations on the continent. Colombia to sign this agreement will give immunity to U.S. soldiers and contractors, which are guaranteed impunity and placed outside the national and international judicial controls. At the same time the use of the bases mean an intervention in the internal affairs of Colombia and a threat to democratic processes in the region. For example the presence of the military base at Soto Cano Honduras has been used by the coup in that country to demonstrate the role the U.S.. military.
This usage, which facilitated the estadounidenes army constitutes an interference in the processes of integration, a stimulus to the currents that want to destabilize the democratic process and a source of conflict in a region that has made progress in achieving autonomy and seeking ways for their own development. Statements in Brazil’s security adviser in the White House that «our mission is to assist in the training of its forces from border» and that Venezuela’s government did much to combat the FARC’s presence in that country show to the United States third in the differences and contradictions between the countries of the region.
The presence of these bases has been justified on the pretext of combating terrorism and drug trafficking, but in fact represents a piece of the overall military and sponsor a United States military and unilateral approach to these problems and prevent the social treatment, political, multilateral and independent of such concerns. Approaches, that Plan Colombia and the Merida Initiative, have demonstrated its ineffectiveness and its potential for regional destabilization and its implementation in Colombia and in border areas has helped to aggravate the humanitarian, environmental and social development of vast regions. These bases, along with the free trade treaties, constitute new obstacles to further integration of South America loved by the peoples of the region.
The Uribe government’s approach on that UNASUR has no jurisdiction to consider this problem, it’s just another effort of this government to sabotage any effort to facilitate the integration of Latin America and United States interference in the processes of the region. On the contrary, we believe that the next meeting of UNASUR, to decide the matter, reject the installation of these and any military base in South America, condemned the interference in the affairs of regional integration and advance the search for political solutions through discussion of the various matters in dispute between the countries in the spirit of peaceful coexistence, mutual support and respect for sovereignty, which is vulnerable to hand over Colombian territory to U.S. military operations and not with the fraternal discussion within the UNASUR .
Also requested, received a delegation of social movements on the continent to express these concerns and allow the construction of UNASUR, with views of the same.

Nye utviklinger i ør-Sør samarbeid finner sted, og da ikke aller minst innen Kinas Official Development Assistance (ODA), Bank of the South og innen alternativ regionalisme, slik som initiativet People’s Agenda for Alternative Regionalisms (PAAR), som involverer regionale allianser som Hemispheric Social Alliance (Latin Amerika), Southern African People’s Solidarity Network- SAPSN (Sørlige Afrika), Solidarity for Asian People’s Advocacy – SAPA (Sørøst Asia), People’s SAARC (Sør Asia), samt organisasjoner og nettverk i Europa, inkludert Transnational Institute (TNI), som arbeider for Et annet Europa. Disse nettverkene og organisasjonene deler et sterkt engasjement når det gjelder behovet for å ta tilbake regionene, gjenskape prosessene for regional integratisjon og fremme menneske-sentrerte regionale alternativer.
Den all-amerikanske frihandelsavtalen ALCA, som var planlagt etablert over hele Nord- og Sør-Amerika i januar 2005, har møtt så mye motstand at det sannsynlige utfallet blir et ALCA «extra light», bestående av bare fem land som allerede har hatt et omfattende frihandelssamarbeid i en årrekke. Uten støtte fra regionale kjemper som Argentina og Brasil, som så langt har satset på sitt eget frihandelsmarked Mercosur, er det ikke mulig å realisere Washingtons ambisiøse markedsprosjekt for den vestlige halvkule.
Inntil videre har USA fått med seg Canada, Mexico, Costa Rica og Chile i det som sannsynligvis blir et mini-ALCA. Avtalen blir i så fall lite mer enn et nytt navn på eksisterende handelsforbindelser. En alternativ strategi for å innføre frihandel sørover, kan bli utbyggingen av en egen frihandelssone gjennom Mellom-Amerika, den såkalte Plan Puebla-Panama. Gjennom denne, i tillegg til bilaterale avtaler med land som Colombia, Ecuador og Peru, øyner USA fremdeles et håp om å kunne isolere Mercosur-landene. USA håper at dette på sikt vil føre til landene i denne regionale frihandelssonen i Sør velger å slutte seg til en kontinental frihandelsavtale, i form av fullverdig ALCA.
